These specifications are available for reporting entities to be able to submit and change previously submitted Large Cash Transaction Reports through batch reporting for transactions that are dated before November 6, 2023.

Important change as of November 6, 2023

Reporting entities must submit or change Large Cash Transaction Reports for transactions that have occurred as of November 6, 2023 or later through the FINTRAC API report submission.

The following specifications outline the format for Large Cash Transaction Reports (LCTR) included in a batch, based on batch report format version "03".

Changes to this module are editorial revisions only.  There are no legislative changes or changes in format.

Any report parts that are not applicable do not need to be included. However, all fields in each applicable part must be included, unless you are deleting a report (as explained in Section 3.4 and Part A below). If any fields in applicable parts have no data, pad those fields with spaces or zeros according to the required field format.

Note: If the LCTR transaction involved a business account and was a night deposit or a quick drop, Parts D, E, F and G do not apply to the report for that transaction.

An LCTR should only contain one transaction, unless it is about two or more cash transactions of less than $10,000 made within 24 consecutive hours of each other that total $10,000 or more.

Part A: Information about where the transaction took place

This part is for information about you, reporting entity required to report the transaction to FINTRAC. It is also for information about the physical location where the transaction took place. If you need more information about what type of person or entity is a reporting entity, see the series of guidelines prepared by FINTRAC to explain reporting and other obligations.

If you have multiple branch or office locations, the information in this section should be about the branch or office location where the transaction took place. Transactions that happened at different branch or office locations should be reported on separate reports.

If you are submitting a new batch (batch type “A”), enter “A” to indicate there is no change or deletion as this is a new report.
If you are submitting a correction batch (batch type “C”), indicate whether this report is to be changed or deleted from a previously accepted batch.
To change a report, use the action code “C” and complete the rest of the report.
To delete a report, use the action code “D”. After you have provided your reporting entity's identifier number in field A1, immediately delimit that report with carriage return, line feed (<CRLF>). Continue with the next report or the batch trailer, as appropriate.

For deposit taking institutions, this number is the branch portion of your transit number with leading zeroes. For example, the location number for branch 02831 of bank number 0004 would be 02831.
For other types of reporting entities, this number will be created and assigned to you by FINTRAC.
This field is mandatory. If it is invalid, the report will be rejected.

24-hour rule indicator

If the transaction being reported is of $10,000 or more, enter
“0”. In this case, the report should only contain one transaction otherwise the report will be rejected.
If a report contains two or more cash transactions of less than $10,000 made within 24 consecutive hours of each other that total $10,000 or more, enter “1”. In this case, the LCTR will have more than one transaction.

This field is required. If it is invalid, the report will be rejected.
If you need to access this report in F2R, as explained in Section 3.4.2, this information will be in the box above field 1 in Part A.

Total characters in Part A: 127 - Each LCTR must include Part A.

Part B1: Information about transaction Updated on October 23, 2023
This part is for information about the large cash transaction. 
If the large cash transaction was two or more cash transactions of less than $10,000 made within 24 consecutive hours of each other that total $10,000 or more, include those in the same report. If there are more than 99 such transactions that make up a large cash transaction, you will have to use more than one report.

Date must be no earlier than the coming into force date of January 31, 2003, and must be before November 6, 2023 for this report type. It cannot be a future date and must be the same as or earlier than the posting date (if one is entered in field B4).
This field is mandatory, unless you indicate that the transaction was a night deposit in field B3In this case if you do not provide the date of transaction in this field, you must provide the date of posting in field B4.

If the transaction was outside normal business hours, and you do not have the time, use the night deposit indicator in field B3.

Enter the date the transaction cleared, if this differs from the date of the transaction provided above. Date must be no earlier than the coming into force date of January 31, 2003, and must be before November 6, 2023 for this report type. It cannot be a future date and must be the same as or later than the transaction date.

This field is mandatory if the transaction was a night deposit (code 1 in field B3) and you were unable to provide the date of transaction in field B1.

Amount of transaction

Enter the total of funds involved in the transaction, including two decimal places. This is the total amount received to start the transaction. What happens to that total will be explained in Part B2 as one or more dispositions. If this amount was not in Canadian funds, you do not have to convert it but provide the currency information in field B6.

Part B2: Information about transaction disposition
This part is for information about how the transaction was completed (i.e., where the money went). 
If the disposition was on behalf of an entity (other than an individual), refer to Part F. If the disposition was on behalf of another individual, refer to Part G.
Provide information about the individual conducting the transaction as explained in Part D or Part E. If the transaction had no other dispositions than a deposit to a business account, refer to Part E. If the transaction involved a disposition that was not a deposit to a business account, refer to Part D.

Part C: Account information (if applicable)
This part is for information about the account if the transaction was in fact related to an account. As explained earlier, it is possible to have more than one transaction per report, and more than one disposition per transaction. Provide the account information, if applicable, for each transaction included in the report. If the related disposition was a “Deposit”, this part is required.
If a transaction was not related to an account, do not include Part C in the report for that transaction.

Part D: Information about the individual conducting the transaction that is not a deposit into a business account (if applicable)
This part is for information about the individual who conducted the transaction if this transaction was not a deposit into a business account. A business account is an account for a business, for a non-profit organization, etc. (i.e., one that is other than a personal or trust account). If the transaction and all its dispositions were a deposit to a business account, refer to the instructions for Part E.
As explained earlier, it is possible to have more than one transaction per report. Provide this information for each applicable transaction if at least one disposition is not a deposit into a business account. For example, if there were two dispositions for a particular transaction and they were both deposits to a business account (other than a night deposit or a quick drop), you would complete Part E. If one of the dispositions was other than a deposit to a business account, you would complete Part D.

Part E: Information about the individual conducting the transaction that is a deposit into a business account (other than a quick drop or night deposit) (if applicable)
This part is for information about the individual who conducted the transaction if this transaction and all its dispositions were a deposit into a business account (other than a quick drop or a night deposit). A business account is an account for a business, for a non-profit organization, etc. (i.e., one that is other than a personal or trust account). If any of the dispositions were other than a deposit to a business account, Part D must be completed.
As explained earlier, it is possible to have more than one transaction per report. Provide Part E information for each applicable transaction if all dispositions for a transaction are a deposit into a business account.
Note: To include Part E for a transaction, the on behalf of indicator in Part B2 (field B13) has to be “E” or “G” and for all dispositions within a transaction, the disposition in Part B2 (field B8) has to be “A”. Also, account type in field C3 has to be “B”.
